If publicly managed fish swim in publicly owned water that flows across private land, then landowners should feel compelled in the interest of heritage to grant limited permission to those who respectfully ask, and who honor the privilege. This is how it always has been, and should be going forward.

    The problem is there are too many of us, and that’s partially on the media, which includes me. But paying twice for fish has the potential for turning us into Europe, and we’re better than that.
